C/K Non-working Horn

In dad's 98 gasser, the horn doesn't work, its been that way since we got it, i pulled the pad, all wires connected, but the metal plate in there doesn't look overly staight. Would that have anything to do with it?

Any help appreciated, its kinda not good driving w/o a horn!
 
check the relays and the fuse that was the prob in my old jeep.
 
You could jump the terminals from the horn to the battery just to make sure the horn works.
 
Thanks for all the replys, the relay is good, as i switched it with my working 95 and the horn still works in mine, not in dads. I still need to check wiring and the fuse. I will have the grill off for rad cleaning, so i will jump it then. with no ac, the rad takes all the trash.
