The saga continues...
I've been having the same problem with the truck all summer ... And we just cannot get it right.
Symptom: when driving I will come to a stop at such as a red light...sometimes when I take off from the red light the truck takes off fine has all the power in the world like everything is floating on air.....
Other times I take my foot off the brake and the truck feels like the brakes are dragging or like it has a trailer behind it..
I've gone through three sets of wheel seals in the rear end.. can't figure out why they keep leaking... Even though we cleaned the Axel really good where they ride..
Beginning of summer we replaced at the master cylinder because it was leaking out the weep hole..(in hindsight it was probably the hydroboost leaking)..
About the same time we changed the wheel cylinders,,one had a small leak so we changed them both. And since we had the rear end apart and they were under warranty any how we went ahead and through a new set of brake shoes on..
We did the master cylinder one day along with I believe the passenger side front caliper if I remember correctly then we did the rear end parts a different day..
Ever since then the truck has felt like it's dragging sometimes it does sometimes it don't and there's no rhyme or reason to when it's going to do it but it's most of the time..
Since then we have replaced the wheel seals two more times the driver side one still gets leaks in it... We have replace the power steering pump... Put a new set of calipers on the front new rotors on the front new bearings on the front... New brake hoses front and back.. new hydroboost pump last week..(very expensive PIA).. replace the power steering pump... Deleted the Evo by getting the high pressure hose for a 1995 truck... Oh and had to put a new brake light switch in cuz we broke it doing the hydroboost.
The only thing I can think of is that the ABS box has air in it but I would not imagine that would cause drag....and I do not have any lights on on the dash..
really getting frustrated with this because I lost a whole summer of hauling... If any of y'all have any ideas please throw them out there... At this point I'm willing to try just about anything..

Have you checked the vent tube isn't plugged on the rear end. That would cause a leak. As far as the brakes almost sounds like a sticky check valve but I didn't think there was one on drum brakes

Never thought about the vent tube but I will check it here shortly..I'm heading over to my friends shop in a few minutes he has more tools than I do LOL. Where is the check valve located ?

The only thing I can think of... Is the oil that's leaking out the seals is making the rear brake shoes stick to the drums..

Recheck everything on both rear brake assemblies. Make sure the primary shoes are in front and the adjuster assembly is mounted correctly with the springs not touching the star wheel. And certainly get the seal leaks fixed first.
