My 99 Chevy is having issues with the power steering and the power brakes. As long as I have throttle the bakes are power assist and the steering is OK. But if it idles there is no power anything. The pump has fluid and there are no leaks or howling from the pump so do the power steering pumps fail like this or is this a hydro boost problem?
