Anyway to check fan clutch

Anyway to check that the fan clutch is bad? Locked up all the time. I was searching and looked in the library but I found only threads about doing the up grades for temp (over heating) problems. Over heating is not my problem just lower MPG’s and the engine staying cooler. Once the thermostat opens up the temps drop back giving a pretty good needle swing. I think my fan clutch is engaged all the time.
 
When the engine is cold and not running, is it hard to spin by hand? And after running and still hot dose it spin free?
 
it sounds like a roar, I know what my engine sounds like with and without, as mine gets jammed when its really cold sometimes, and thats how I know... if you really think your fan is jammed than take it off and start the truck and rev it, you'll hear that that sounds like and if its sounds normal then your fan is fine (at least not jammed at the time) if it is a completely different engine, ie: no roar, then you're fan clutch is bad.

It is hard to spin on the cold engine. it doesn't seem to spin freely when warm. how far should it spin once it is warm. it hardly spins from one blade location to another when it's warm. maybe a 1/6th rotation it is a six blade fan.
