A Noisy Block Heater??

Well, this is definitely a different one for me. I walked out to the garage to the truck and when I got close I could hear a faint noise. It had a faint sound of like steam or sizzle. I unplugged the block heater immediately and thought, even though it isn't possible, that the heater was boiling the anti-freeze. i waited a few hours and went back to the truck, made sure the motor was cold, and plugged it back in. Same sound. Anyone else have this condition? What is the cause and/or fix for this, if any?
