6.5, maximum 1500 rpm..??.

Excuse my bad English .. I should probably worked harder at school ... unfortunately I have been having problems with my 1999 Suburban 6.5 .. bought it a week ago. it ran terrific !! but a few days ago, I drove heavy loads. suddenly all power away .. was like running into a marsh ... began to smoke very black. it will not go over 1500rpm. Turbo is in order. vacuum / westgate working properly. air filter / fuel filter is OK .. starts easily, runs fine on idle .. tried switching PMD, but no change .. afraid it might be ip, but hope not .. ip were exchanged before Christmas .. hope someone here can make suggestions .. I do not know what to try next .. there is no EGR on it. I know too little about these cars unfortunately. hope someone here can come with good advice.
 
You have a vacuum controlled waste gate on the turbo. No vacuum at the waste gate means no boost.

Check codes.

Test vacuum pump. Did it lock up?
Check all vacuum lines for cracks, holes, or leaks.
Check WG actuator for leaking down.
Replace common to fail part of the WG solenoid, drive side of engine, last.
 
Agree with WarWagon.

Do you have a boost gauge supplied from the intake manifold? If so, what boost pressure? Guessing the answer is zero.

The black smoke is a lot of unburned fuel. Your IP is supplying plenty of fuel trying to accelerate the engine, but without the boost to feed enough oxygen, the fuel can not burn as fast as it is being injected.

If you have an inner cooler, check that the connections are not leaking.

Agree with the others that the issue is probably from the vacuum system. Chances are good that the computer is setting an error code, so get somebody to scan the computer and start from there.
 
Thinking along those lines, too, especially with the no power above 1500 rpm. I've had vacuum wastegate system failure before, and while it rolled coal out the exhaust pipe, I could still get up to 3000 rpm and 75 mph (125 kph).

Symptoms almost sound like the old potato shoved into the end of the exhaust pipe trick to piss off your neighbor.
 
The problem is solved! Former owner has installed a cheap, poor quality air filter! Now the car is okay !! thank you for all your great suggestions and tips !! great forum, with great people!
 
Go Golden State Warriors! Yup, cheap paper air filters will screw you over every time! When you buy parts, you get what you pay for.

He did say vacuum and waste gate are working properly.

What kind of air filter do you have? Check that a rag or part of a cheap air filter is not blocking the turbo.

Foul. :p He also did say air filter / fuel filter is OK. This is why we give him suggestions anyway as it clearly helped. 'You sure about that?'
