He says it's a brand new plow worth $3,500, but it looks like a fair amount of rust on the frame behind the blade. The other thing that would concern me is how much rust on the truck itself. And finally, it's a 1999 and it would be subject to CA Smog every two years.

I looked on eBay and plows seem to be priced fairly low, so I assume there's a fair amount of depreciation, wear and tear on them.

If it was used commercially it can be beat pretty bad in one season depending on the driver
