1997 K3500 Dually surging issues

Hey guys, I just got a 1997 K3500 Dually with the 6.5 TD. I have a 2007 Duramax but I bought this for the farm. I have been experiencing some surging issues as it is going down the road. Also, when the lights are on I have noticed both interior and exterior lights pulsing almost like a blinker but they do not go off all the way. I am new to the 6.5TD and appreciate any help you can give. It has a 150K miles on it but overall the truck is in decent shape, but it does have a little blow by when it is cold. Can anyone point me toward a motor rebuild thread. I would like to get a few more horses out of the engine when it finally goes but I would like to start buying up the parts for the rebuild now. What would be a realistic horsepower for one of these engines and it still maintain its reliability after a rebuild? Sorry for the multiple questions but I new to this engine.

The surging sounds fuel related, look in the stickies at the top of the page in the technical library. It should outline any checks to the fuel system.
You shouldn't need a rebuild, new injectors would help. They are recommended at 100k miles.
The first thing to do would be gauges, exh, boost and tranny temp if you tow. Next would be a larger exh, it really wakes them up
