1995 Front diff stays locked in

Just like it says. I have shifted out of 4x4 but the front drive shaft will not freewheel when the light is off and transfer case in neutral or 2WD high.

Any charts to check electrical?

This appears to have the stepper motor as it is different than the 1993 thermal unit.
 
If it uses the rectangular plug and a black plastic actuator, then it is the updated unit. Factory the 95 used the 2 wire thermal unit just like the 93 did. Most of the time when the updated style quits working, it is because it lost power. The adapter harness will have a brown wire in it that is run back and tapped into the keyed on power for the transfer case switch. The kit comes with one of those blue inline connector splices, and these over time will give a bad connection and cause it to not work properly all the time. It needs a ground and keyed on power, when the transfer case switch sends power up to engage that triggers the motor to engage. Then once power is taken away, it powers it back to unlocked. If it has always done this, then it sounds like somebody shortcutted it and hooked the brown wire up to the wire that engages the front axle. This will allow it to engage, but it will not have power to allow it to disengage.
