1995 Crew cab dually

I just found a 1995 crew cab dually 4 x 4 automatic with 190k on the body, 5k on rebuilt motor, and 200 miles on a new torque converter. Cloth interior is in great shape and the only issue is there was some surface rust on the roof that has been treated and the clear coat is pealing which is normal. It does have the pmd remounted inside the bumper and has a waste gate controller. Also when the motor was replaced they did the IP and fuel injectors and glow's. Is there anything I need to be concerned with or look at before taking the plunge?
 
It has a tiny bit of light blow almost not noticible. Pulling a steep 7 mile grade it dropped to 55 mph.

Empty or with a load? And what rear gear?

If empty and 4.10's, dropping speed on that climb seems a little curious to me unless others are able to share the same experience.

As a reference point, I am able to climb 6 - 8% grades empty, with the A/C 'On', and only rarely does the TCC unlock to punch the speed back up to the speed limit (55 - 65 mph). But this is with a fairly fresh drivetrain and a mod or two.
 
It was is a bone stock 6.5. I ended up buying it. got it for low KBB. The body is solid. I figure if something goes wrong I can always drop in anything since in California any diesel built prior to 1997 doesn't need to be smogged.
 
What?!? How is Clark County Nv more restrictive on emissions than California?!?
Dont let them make it tougher.

I see some descent numbers of optimizers on government liquidation for sale frequently in Cali.

Just ride it out and see how she does. Hopefully the rebuild is a good one, with putting on new fuel system they didn't try to cheap out.
 
The old guy I bought it from had all the receipts. When the engine was replaced they put in a new IP, marine injectors, LP, FF, and Glow plugs. He said for the warranty it all had to be done. He wasn't able to reuse any of the old parts. He gave them all to me but the glow's and the filter.
