will putting a set of OEM mudflaps (same as 99 up, just not pre-drilled, comes w/ different mounting kit white bowtie vs gold) hold sand and salt easier than nothing at all? i am concerned that installing these will make it easier for rust to rear its head.

I am thinking of just getting it for the front, and maybe the back.

silicone the heck out of any new holes you drill. Any time I have to remove my mudflaps, I put a fresh coat of silicone in the holes and coat the screws. Silicone won't peel off, flake off, run off, etc. I usually just get 100% silicone from Lowe's or some place like that, not siliconized latex.

can one sillicone the whole thing where it touches the body? or is that asking for breakage upon removal?

The silicone will stay flexible, no matter how long it's there and no matter what the temperature. If you're using it as a barrier between metal and the flaps, then just make sure it dries before mating the two parts. It may eventually rub through - I'm not familiar with OEM style mud flaps.

Thanks for the reply. the reason i am thinking of these is that they are cheap. 25 bucks from GM. Made in Canada as well!
