I did it to a block (mains), I never got to use it as some head studs pulled when I was torquing it down. The kit isn't cheap.

I may be wrong on the exhaust leak, slide under the truck and feel for a leak on the crossover donut gaskets. If you still have decent boost, I doubt it is that.

Seriously, an exhaust leak will likely have the sound of each cyl. Pull the vac line off the turbo acuator and put your finger on it to see if there is a steady suction on it.
I was going to mention the IP after grounds.
My 98 would rev up fine in gear and do nothing in neutral or park. Then there was basically nothing. A different IP fixed it. Could be a multitud
With GM you don't know, older block to bell housing bolts were 3/8's with 1/4" cap screws for the brackets.
Newer ones are Metric, with 1/4" cap screws for the brackets.
Get a circulating heater, they can go in one of the heater core hoses, they aren't that much and will heat the whole block.
When I rebuilt my engines, I Put a regular block heater on each side. That way the whole block is heated.
As was said, on a 6.5, I have never seen anything but 6 bolts, 6.2? IDK. I can't see there being a difference, same block.
Parts people are Not created equal.
It's easy on the 6.5's to pull the cover off and have a look see. I cannot see why a 6.2 would be any different. All mine are 6 bolt.
It may be? Manual with a clutch that has 3 bolts. Fly wheel vrs. Flex plate, 6 bolt.
Passenger back side of intake manifold can have 2-3 ground wires, remove them and shine them up.
Not sure if 96 could be a cross between OBD1-2 for the ECM, it can be with the cooling system.
