bad o2 sensor should throw a code. Car has been like this since she bought it so nothing to really compare it to.

Are you 100% sure the only damaged part is behind the hanger??? It wouldn't take much.

Can you wet the tires down and drive a straight line on some smooth concrete? See where the tires are really tracking?
