Changed the oil on the ‘99 with the new 6.5 Optimizer at 2300 miles since the change at 500 miles. Headed up to Montana this weekend and did not want to go past 3000 on this oil change. Truck is running great.

Marty your reman IP worked for me during my brief test runs. At worst it is some sort of seal causing the problem. The hard components should be fine. Do not condemn it.
Circled in red should be your incoming fuel line to the lift pump. The o-ring here was always damaged with advanced age. The other fitting is your return line. I replaced both with AC Delco, which will cost you $200+, but you could just try new o-rings which you can get at Napa for < $10.

All of my prior air leaks were on the suction side of the lift pump. Just because it’s new, does not mean it’s good. For me is was always a mangled o-ring at the tank sender.
