If you have read the unit properly then they have a typo as it should be mPa. That is a unit of measure for reading pressure

The Desired is what the ECM is telling the pressure to be at and the Actual is what it really is. Those number look fine so it's not a rail...
If you have a scantool look at the actual rail pressure and the desired rail pressure when you have the problem. If they stay close together its not a regulator if the Actual is high by more than 500 psi you've got a regulator issue.
The only thing that I learned with mine was to go back over all the mounting bolts after your first tow. No real problem but I found that several bolts needed just a bit more on them after the first Tow. They were tighten with a torque wrench both times.
Just check with the people who do the coating and ask them if they can coat hole in this size range. The hole could be opened up to allow for the coating but I doubt it still will work. Most plating processes do not work in small holes, but you never know without asking.
