Since You dont have an ecm there should be no error codes to set so You can run a manual wastegate, just keep boost pressure at about 12 but not over 15 PSI.
The 1990 trucks and suburbans, blazers that were OBD1 throttle body injected, a lot of those had a tachometer.

Usually smoke on startup after setting over night or some such is a sign that the valve stem seals is not functioning properly.
Good plan to do the compression test then if some chljnders are lower than others check to see if its rings or valves.

The used IP arrived yesterday.
Appears to be a mighty fine unit.
I now have another known good spare to send out if anyone needs a test unit.
It does have a black box Stanadyne PMD mounted on the pump that I presume was functioning.
I will send him a message and ask if that is a functioning PMD.

Finished wwith the engine portion. Installed inner fender and air filter.
Checked all fluid levels, fired it up and took it for a drive.
With the IP leaking on over 100 miles of the last journey, it took only 20 gallons to fill the tank.
Reset the trip meter, now we shall see.

The adapter bolt was moist so cleaned it off, got out the 1-7/16ths, might have been 1-3/8ths socket with the 3/4 to 1/2 adapter and give it some snug.
