My math was wrong. 10% of 10’ (120”) is one foot or 12”. That is a lot and it would be impossible to pull off here. Distance from house to fence is 10’. Best drop I can achieve is 4” to 5” from house to fence.

You can get it out from the back. It has a bracket around the CPS. Bracket attaches to the block with one bolt. With age the plastic can soften and the bracket can detach. I would pry under the bracket while pulling the wires. If the bracket comes off, then just grab the CPS with whatever vice...
