It is not the final boost pressure that is critical, it is when boost & fuel are combined in proper event cycle and the efficiency the turbo produces the boost, my big turbo worked ok with GM programming, even my GM-8 could make 20+ psi but fell off in ability to produce boost without struggle...
Alternator change ??? I had a reman I got from GM dealer once 3 weeks after installing it, chirped like birds swapped it out for a Duralast Gold and chirp went away for a couple of years, lifetime warranty on it so I replaced again been 3 years now chirp free

I wonder what that turbo would do with a program tuned for it, one thing with all the back & forth with mine some tunes did better than others, my current tune is pretty close but still needs some tweaking IMO.
Boost lag some would have you believe is all you will ever get from a big turbo is...

Well your best result would be drop & flush, and clean the sock that is your next concern if you have "mud/muck" in the tank, if in a bind for time you might might I say get by with a pump/fill with fresh Diesel only fuel, could maybe find some high concentration bio-Diesel to clean up system...
