‘99 K2500 variable speed on wipers not working.

As the title says the variable speed settings for the wipers is only producing low and high with no differentiation in speed between the two. Also, sometimes the wiper just fails to shut off for a long time. What part should I be looking to replace?
 
The GM Square bodies had a module under the dash.
I am not for certain but I think the delay was moved into the wiper motor unit.
I seems that I have read where people pull the wiper motor, remove the cover then solder some joints in the wiring that comes loose.
Right where the wiring terminal plug plugs into the motor, IIRC.

I tried that on the 1998 and ended up just getting a new board.

Might try searching wiper board
